Lions European Musical Competition

For almost twenty years the Europa Forum has included a Music Competition.
A Music competition dovetails perfectly with our Forum. It puts the principle of Lionisme into practic e, promoting fraternity and exchange among young people from different natio nalities and cultur es as well as spreading music and encouraging its practice. The competition is also a means of promoting a sense of service in the districts concerned and helps extend public awareness of Lions.
Each Multi-district or Un-districted Member registered with the Forum may propose only one competitor, who must be a maximum of 23 years on 1st January of that Forum year.
The instrument of the competition will be chosen well in advance by the Organizing Multi-district. The required piece to be played along with a repertoire list of about 10 pieces from which the competitor should also choose will also be announced.
The Maastricht 2011 Forum has chosen for the oboe
The competition is organized as follows:
· Each competitor shall play the required piece;
· Each competitor shall play one of the pieces on the repertoire list;
· The jury of experts shall assess all performers and choose the 6 best;
· Each of these 6 shall then play a second piece from the repertoire list, preferably in a public performance;
· The Jury, in the light of all three performances, shall award the prizes (currently 3,500; 2,000 and 1,000 Euros) and give honorable mentions should it see fit;
· The winner of the first prize shall perform at the closing ceremony.

Rules of Procedure
Preface:
In order to encourage talented young musicians, a Musical prize may be presented annually on occasion of each Lions Europa Forum. During the Europa Forum a competition will be organized to identify the winner of the annual prize.
Participants:
- Participants must be not more than 23 years on January 1st in the year of the competition.
- Participants must have been resident in the territory of the entering member of the Europa Forum for at least three years prior to January 1st in the year of the competition. "Members" are countries or states as defined in Article III - Rules of Procedures of the Europa Forum.
- No winner of any competition may participate in any future competition.
- Each member of the Europa Forum may nominate one and only one participant for the competition. The registration of the participants has to be made to the Chairman of the Committee by June 30th in the year of the competition.
- All cost of a participant in attending the competition shall be the responsibility of the entering member.
Competition:
- Each participant shall be required to perform
- An imposed piece of a duration of approx. ten minutes
- Two pieces of his/her selection from a provided repertoire list.
- The prize will be equivalent to EUR 6.500:
- 1st prize: EUR 3.500
- 2nd prize: EUR 2.000
- 3rd prize: EUR 1.000
Host Country's Responsibilities:
The host member of the Europa Forum at which the competition final is held shall be responsible for:
- Proposing the instrument, the imposed piece and the repertoire list of pieces of comparable length and complexity to be played in the year of the competition. The selected instrument shall not include any instrument selected for the competitions of the two proceeding years.
- Announcing the instrument latest at the Europa Forum two years in advance of the competition.
- Announcing the imposed piece and the repertoire list in a letter to the Chairman of the Committee on February 28th latest of the year preceding the competition
- Accepting notifications from members of their intention to register a participant. The notifications have to be made by June 30th in the year of the competition.
- Appointing a panel of judges (not exceeding 5 in number) comprising professional musicians and music teachers who may not be closely related to any participant. In view of the international character of the competition, two of the judges are recommended to come from countries outside the host country.
- Providing facilities for an elimination contest, including practice facilities for the participants.
- Providing facilities and time at the closing session of the Europa Forum so that at least the winner of the competition may present one of the two pieces. The winners of the competition will be presented to the Forum before the end of that session.
- All costs incurred in carrying out the above including the price money of EUR 6.500. The host country may seek sponsors to provide funds for these expenses.
Committee:
- A Committee will be appointed to be responsible for the overall running of the competition. It will also be responsible for the endorsement of proposals put forward by the host country including expansion of and/or alteration to these guidelines.
- The Committee will be appointed by the European Council from year to year and include one representative from each of the known two future, present and immediate past host members.
- The Committee shall appoint a Chairman (not being one of their own members) of their choice for three years. Re-election is possible.
